Include server group assignment in the deployment content add wizard

In the Managed Deployments/Content Repository screen when the user adds a deployment it results in a 2 step wizard, with a file chooser step and then a step to override the default name/runtime-name. In a managed domain, a 3rd step should be added to allow the user to do server group assignment.
