Localized item title causes error in navigation

      1. Start JBoss EAP 7.4.17 domain mode

      $ unzip jboss-eap-7.4.0.zip
$ jboss-eap-7.4/bin/jboss-cli.sh --command="patch apply jboss-eap-7.4.17-patch.zip"
$ jboss-eap-7.4/bin/add-user.sh -u admin -p RedHat1!
$ jboss-eap-7.4/bin/domain.sh

      2. Access http://127.0.0.1:9990/console
      3. Click Deployments, then click Content Repository. We can see the internal error.

      If the locale is set to zh_Hans or ja, clicking [Deployments]—[Content Repository] in the web console causes an internal error, as shown in the attached screenshot.

      Expected behavior:
      Expand the list of contents on the right.

      Actual behavior:
      Show error tooltip with 内部エラー.
