Part of the HAL bootstrap process is a check for a more recent HAL version. This check uses the content of https://raw.githubusercontent.com/hal/console/master/version.txt and compares it with the local version. The URL is no longer valid after migration to branch 'main'.

Besides the check does not filter SNAPSHOT releases. Consider using https://api.github.com/repos/hal/console/releases/latest for the version check. If there's a more recent HAL version available, show a detailed description, text, or page on how to use the most recent HAL version in standalone mode.
