Unable to create new messaging server

      Adding a new messaging server results in an error:

      {"WFLYCTL0062: Composite operation failed and was rolled back. Steps that failed:" => {"Operation step-1" => "WFLYCTL0369: Required capabilities are not available: org.wildfly.security.legacy-security-domain.other; There are no known registration points which can provide this capability."}}

      This error is due to a new required capability in the /subsystem=messaging-activemq/server=* resource.
