The core-management Galleon layer provides the /subsystem=core-management/configuration-changes resource. It is a runtime resource that is always available but initialized. The resource itself is initialized by HAL.

We would like to get the web-console layer without requiring a dependency on the core-management layer.

When a Galleon layer doesn't provision core-management, this resource is never created at runtime and that situation makes HAL throwing an error when the user navigates to the Runtime Tab.

This enhancement is to be able to access the runtime tab without an error when the /subsystem=core-management/configuration-changes is not available.
