HAL is not prepared to show the "Patching" menu entry if /core-service=patching resource does not exist.

The user would see an "WFLYCTL0030: No resource definition is registered for address [(\"core-service\" => \"patching\")]"

This resource is neither present on RPM-based based distribution or when we are using a Galleon provisioning that does not include this resource.
