Errors in the console starting a server which is going to be started due to HC restart

When an HC is being restarted, we can see how its servers are being started one by one. In that case, if we click on 'restart' for a server which is going to be restarted due to the HC restart, an error is shown in HAL and Host and Server tabs get unresponsive.

This issue is opened as minor since it does not make sense to start a server which is going to be started, probably other lifecycle management operations under similar case should be reviewed to avoid similar issues.

There is a simple workaround which is to click on Host under 'Browse By' tab. That makes HAL starting to response correctly.
