Enable Refresh button to all Roles

The client would like to add the button Refresh in all the roles, e.g Developer and Operator on the Data source administration console.
He argues that this button is a READ-ONLY operation and therefore removing the Refresh button doesn't prevent the Monitor role from doing anything.
