Setup HAL website

Launch a website for HAL similar to other WildFly components. The website should collect all information and documentation for HAL and provide links to related resources:

• What's new & improved (including screenshots with before vs. after)
• End user documentation
• Recipes / How To
• Developer documentation
• Extension API
• YouTube channel / screencasts
• Blog
