If a tree menu (for example in deployment configuration) contains an empty item, which cannot be further expanded, the item has the small arrow which suggests the item can be expanded.

Look at the screenshot - items under handler:

• first all handlers have the arrow (the one next to FILE and file-test)
• after clicking on the arrow, it disappears because the item is empty (no arrow next to CONSOLE)

Empty items should not have the arrow not to confuse users.
