Subsystem monitoring not warning user about disabled statistics

The monitoring section simply doesn't show any data if statistics are disabled. This is confusing as a user would expect an alert saying statistics have to be enabled for the system to collect them.

Additionally, a button could be added to enable it without going out of the Runtime view.
