OpenShift Console today lists out all the namespace including those from plugins and preloads them.

We should look into what is necessary to lazy load namespaces on demand which also means that components must be aware of the async nature of language strings.

Acceptance Criteria

• localization continues to work
• localization jsons only load on demand and not all upfront
