Improve the OCM UI Cluster Search experience.

      This card is for evaluation of a new way to offer the Cluster Search via OCM UI.

      Currently, when accessing `OCM > Openshift > Clusters`, it starts listing all available clusters automatically. With a high number of clusters, it takes a great amount of time to retrieve information. For example, in our fleet, we have around 252900 clusters and for loading the page it takes around 15-20 seconds to list all clusters.

      Also, the Search function always looks for the clusters while we are still typing which sometimes is annoying when you had some typo or have not finished typing the cluster name/ID.

      The idea here is to have some way to select/filter which cluster(s) to list. It could be like "All", per "Product", or by "ClusterID/name", and then a Search button to be clicked. This would avoid the waiting time when listing some hundreds of clusters like Red Hat has access to. If it can be extended and have more filters options like "by cluster owner" or "by account", it would help as well.

      As another idea, could OCM also provides a tab which shows the basic information about the cluster like nodes and cluster operators statuses?
