[OSD Wizard v2] Missing "Cluster privacy" options on Networking->Configuration page when create OSD on GCP

      to create OSD on GCP cloud provider, there is no "Cluster privacy" options on Networking->Configuration page.

      Steps to reproduce:
      1. Access https://qaprodauth.console.redhat.com/openshift/create/osd?features=

      {"osd-wizard-v2":"true"}

      2. Click "Next", on "Cluster Settings" > "Cloud Provider" page, choose 'Google Cloud', click "Next" and set all required fields, until to "Networking"->"Configuration" page. Check on the page.

      Actual results:
      2. There is no options "Public"/"Private" for "Cluster privacy".
      Expected results:
      2. Should show options for "Cluster privacy", or the page is not necessary.
