[OSD Wizard v2] No "autoscaling" fields are shown in the Networking->Machine pools page when creating the OSD cluster.

, There is no autoscaling specific fields are shown in machine pool section after enabling the autoscale option during an OSD cluster creation or in other way, user never allowed to enable auto scaling option for OSD although it is enabled in wizard.

Steps to reproduce:

1. Access https://qaprodauth.console.redhat.com/openshift/create/osd?features= {"osd-wizard-v2":"true"}
2. Choose an OSD cluster with GCP or AWS cloud options.
3. Click "Next" and reach  "Cluster Settings" > "Machine pools" page.
4. Click on "Enable autoscaling" on "Autoscaling" section.
5. View the behavior.

Actual results:
In step 4, after enabling the checkbox "enable autoscaling" , no auto scaling specific fields are shown.
