Description of issue:

A cluster has created 24 hours back and in ready state. User has tried to hibernate the cluster via OCM UI and resulted following error. Hibernation action has failed to perform due to this.

 Always

Steps to reproduce:

1. Launch OCM Staging.
2. Open a ready OSD cluster (Created 24hrs back)
3. Click on "Action" menu and click "Hiberate cluster".
4. See the behavior

Actual results:

Hibernate cluster action failed with above error. The error confusing as the cluster is ready since last 24 hrs.

Expected results:
Hibernate cluster action on the cluster should be succeeded without any issue.
