Allow edit of additional router for 4.11 and 4.12

      The additional routers were removed when implementing Managed Ingress, we need to re-enable them for selected OCP versions.

      The additional router can not be enabled (means: added) in any version.
       

      If an additional router is already present in

      • 4.11 and 4.12 both STS and non-STS clusters, the user can
        • delete additional router
        • edit privacy, route selector
      • 4.13 and higher both STS and non-STS
        • delete additional router
