[ROSA][non-STS] Edit application ingress button is disabled and user cannot update the loadbalancer type for 4.12 cluster

      Steps to Reproduce:

      1) Launch a non-sts ROSA 4.12.30 cluster using CLI commands
      2) Once the cluster is ready, navigate to the Networking tab

      Expected Result
      The edit application ingress button should be enabled and the user should be able to update the load balancer type

      Actual Result
      The edit application ingress button is disabled in UI but It updates successfully via CLI.
