Description of problem:

When creating cluster with ui, after set "balancing_ignored_labels" with value "aaa   ", in "Review and create: page, click "Create", it report "Error creating cluster". Day 2 when click save will report error.

Steps to Reproduce:

1. Open OCM UI staging.
2. Create ROSA cluster, "Enable autoscaling", Click "Edit cluster autoscaling settings", set "balancing_ignored_labels" with value "aaa   "
3. Next until create cluster

Actual results:

For day1, click "Create cluster" will report "Error creating cluster"

For day2, click "Save" will report "Error creating cluster"

Expected results:

The error should be check when input in dialog.
