[ROSA][OSD][non-STS] Public/private cluster API route switch colides with Application ingress

      Steps to Reproduce:

      • Create a non-STS cluster via CLI commands
      • Once the cluster is in a ready state, navigate to the Networking tab
      • Ensure that the default application router is in a Private state. If not, change it to Private.
      • Click on the Edit cluster ingress button and change the Control Plane API endpoint from public to private.

      Expected Result
      The Control Plane API endpoint changes from public to private

      Actual Result
      Besides the control plane API endpoint changing from public to private, the default application router also changes from private to public.
