Description of problem:
In a ROSA or OSD cluster ,when we try to add a new machine pool with autoscaling enabled and both minimum and maximum node count is zero, then the "Add machine pool" button is disabled. This wrong behavior. Users are allowed to add a machine pool with both minimum and maximum node count as zero for ROSA and OSD day 2 operation side.

Steps to Reproduce:
- Open OCM UI staging.
- Open ROSA/OSD cluster and go to machine pool tab.
- Click on "Add machine pool".
- Specify name and enable autoscaling.
- Set the min and max node count value as zero.
- See the behavior.
Actual results:
At step 6, The "Add machine pool" button disabled from the dialog. This is because both min and max node count value is set to zero. This is wrong behavior.
Expected results:
The "Add machine pool" button should be enabled when both min and max node count value is set to zero.
