Description

For Hypershift cluster, there should be a minimum of 2 replicas without taints across all node pools. UI should respect that constraint and should not allow editing taints if the condition is not met.

Steps to reproduce:

1. Create a Hypershift cluster with one node pool.
2. Go to machine pools tab
3. Try to add taints to the node pool
