As HAS tests are working well now, refactor the code to be easily extendable. It should ease the developer onboarding experience.

TO DO suggestions:

• create a new package for pact tests so they are clearly separated (and remove pact installation for unit tests in a PR check job)
• try to use dynamic StateHandler parameters so the states are reusable
• split state handler to several states to make them reusable
• think about a list/framework for available states to make it easy for customers to reuse
