Description of problem:
In cluster list , chosen an OSD /OSD Trail cluster (GCP cloud provider) and invoked edit node count option for the same.
The default node count field is disabled with notification "You do not have enough quota for this option. Contact sales to purchase additional quota." and unable to see or edit the node count value for the default worker node. This is wrong behavior and the default node (worker) count should be able to scale from OSD cluster.

Note: For same cluster , user allowed to edit the node count via scale option against worker node from machine pool table.

Steps to Reproduce:
- Open OCM UI staging.
- Choose a OSD classic cluster and invoke context menus by clicking on three dots.
- Click on "Edit node count"
- See the behavior of default node(worker) count field.
- Open the OSD cluster and Click on actions (on right top corner)
- Click on "Edit node count"
- See the behavior of default node(worker) count field.
Actual results:
The default node (worker) count field is disabled with an error as mentioned above for OSD clusters.
Expected results:
The default node (worker) count field should be enabled and appropriate value should be shown in count field.User should be allowed to scale those values.
