Description of problem:
In cluster list , chosen a ROSA cluster and invoked edit node count option for the same.
The default node count value shown for the worker node as zero. This is wrong behavior and the default node count should be same as the node count value set during installation.

Steps to Reproduce:
- Open OCM UI staging.
- Choose a ROSA classic cluster and invoke context menus by clicking on three dots.
- Click on "Edit node count".
- See the behavior of default node(worker) count.
Actual results:
The default node (worker) count is set always zero from edit node count dialog and which is wrong.
Expected results:
The default node(worker) count from edit node count dialog should be the same as the value set during installation.
