Description of problem:
During an update cluster( from 4.12.z to 4.13.z) via OCM UI , The update cluster dialog has 'Admininistrator acknowledgement' step and it has two step. In first step - Review and prevent update issues, will have two sections , one for the operator update another one for the k8s api reviews. Both has link "Learn more" and accessing link /click on link redirect to a page that throws "access denied". Suspecting that the link is invalid.

Steps to Reproduce:
- Open OCM UI staging.
- Prepare a ROSA classic cluster 4.12.z version.
- Try to upgrade the cluster to 4.13.z on OCM UI (Click "Settings" tab > Update)
- Check the instruction by clicking 'Learn more' from "Review and prevent update issues" section on the 'Administrator acknowledgement' step.
- View the behavior.{}
Actual results:
Click action on "Learn more" link opens the page with access denied content on it. Suspecting it could be due to wrong page that doesn't exists.
Expected results:
Click action on "Learn more" link should open the respective link to the user without any issue.
