Add `Actions` dropdown on right-top side of Release Tab page.

Add `Add ReleasePlan` Option to Actions dropdown.

ReleasePlan Form fields

• Name[Input Field] [metadata.name] [Required]
• Application name [Dropdown/Input field][Required]
  • Add value to spec.application
• [Optional] Display name [ Input field ]
  • Add value to spec.displayName
• Target [Input field]: name of namespace [Required]
  • The workspace to which the system deploys the application
  • Add value to spec.target
• Auto Release [Switch field]
  • Add label release.appstudio.openshift.io/auto-release
• Standing Attribution release.appstudio.openshift.io/standing-attribution
  • the author label value becomes the user creating the ReleasePlan.
