We need to have a "base" release of the Core SDK. What are the key aspects that make that up?

• Determine what is key to the foundation of the SDK release and set the targets of stories to complete that effort so we can release something Plugins can use (on HAC)

This effort likely won't allow Plugins in OpenShift Console to use it, but those for HAC-Core usage in ConsoleDot should be the target.
