Enable "Create cluster" workflow in OCM UI FedRAMP with these requirements:

1. Clicking the "Create cluster" button on the "Clusters" page will open the create page. (TBD - Can we just enter the cluster creation directly
2. The create page will only have one option.  That is "Red Hat OpenShift Service on AWS (ROSA) on GovCloud".  All other options should be removed. (TBD - Can we just enter the cluster creation directly and skip this page?)

3. In the dropdown for creating a cluster remove the helper text mentioning the options it supports since FedRAMP is only ROSA Classic.

4. If using the CLI option then remove all references to HCP

5. Add a tooltip or information saying that the tokens are not the same as in commercial.  Possibly "Tokens are different between commecial and GovCloud".

If using OCM Web UI:

6. Keep everything the same except account for GovCloud specifics
7. Ensure that only FedRAMP relevant versions are selectable and displayed
8. Ensure that only the supported GovCloud regions are selectable and displayed (us-gov-west-1, us-gov-east-1)
9. In Network > Configuration settings, only private is supported so the others should be greyed out and "VPC settings" should be the next step.
