Enable "Networking" tab in OCM UI FedRAMP

      Enable "Networking" tab in OCM UI FedRAMP with these requirements:

      1. All fields are read only
      2. Change the text under the fields to "Private API" and "Private router".
      3. Keep inactive or remove the "Load balancer type" switch and the "Edit cluster ingress" button
      4. Show the "CIDR ranges" widget
