Description of problem:
In ROSA wizard > Cluster roles are policies step under "Create OIDC Now", User has instructed with operator roles command from selected OIDC config. User uses operator role command and created the operator roles then proceed with cluster wizard. Initiated the cluster installation, but the cluster installation progress populated with action required step that indicate for the OIDC operator role creation command. In this situation, it looks irrelevant, as user already created operator roles and it is existing. We should avoid action required step in this case and installation should proceed with existing operator role.

Steps to reproduce:
- Launch OCM Staging.
- Open ROSA wizard and select control plane type as "Classic"
- Proceed to next steps by providing all required values in each step.
- Reach "Cluster roles and policies" step (switch to "Create OIDC now" for ROSA classic)
- Select a OIDC config ID .
- Copy the operator role command and execute it in command line manually(allow the role creation and make sure all operator roles are created successfully)
- Proceed with next steps in wizard and initiate the cluster installation.
- See the installation progress and behavior.
Actual results:
The installation progress shows "Action required" model with recommended operator role command. It looks wrong as operator roles already available.
Expected results:
Do not show "Action required" model if the operator roles and oidc provider roles are created and available already.
