Description of problem:

In ROSA Hypershift/ROSA wizard > Cluster roles are policies step, User is not selected any OIDC config but click on "Next" button takes to next page in wizard. It is wrong and OIDC config is required field and without selecting a valid oidc config, user shouldn't allow to proceed to next step.

Steps to reproduce:

1. Launch OCM Staging.
2. Open ROSA wizard and select control plane type as "Hosted" or "Classic"
3. Proceed to next steps by providing all required values in each step.
4. Reach "Cluster roles and policies" step (switch to "Create OIDC now" for ROSA classic)
5. Do not select any config ID .
6. Click "Next" button and see the behavior.

Actual results:

The wizard navigates to next step in wizard when no oidc config selected from "cluster roles are policies" step. This is wrong.

Expected results:

OIDC config is a required field and wizard shouldn't navigate to next step if no oidc config selected from "cluster roles and policies"
