Description of problem:

Under "Review and create" page, The "edit step" option associated to  Networking section is not working as expected. Click on "edit step" doesn't take wizard to "Networking" step.

How reproducible:

 Always

Steps to reproduce:

1. Launch OCM Staging.
2. Open ROSA wizard and select control plane type as "Hosted"
3. Proceed to next steps by providing all required values in each step.
4. Reach to "Review and create" step , Click on "Edit step" option associated to "Networking" step.
5. View the behavior.

Actual results:

Click on "edit step" associated to Networking section doesn't take wizard to "Networking" step from a ROSA Hypershift wizard.

Expected results:
Click on "edit step" associated to Networking section should take wizard to "Networking" step from a ROSA Hypershift wizard.
