Description of problem:

The Networking> configuration step is missing  from Hypershift ROSA wizard.

How reproducible:

 Always

Steps to reproduce:

1. Launch OCM Staging.
2. Open ROSA wizard and select control plane type as "Standalone"
3. Proceed to next steps by providing all required values in each step.
4. Reach to "Networking" step and view the behavior.

Actual results:

The Networking> configuration step is missing  from Hypershift ROSA wizard. Unable to choose the cluster privacy and related definitions.

Expected results:
The Networking> configuration step should be shown properly in Hypershift ROSA wizard.
