Description of problem:
During the ROSA standalone cluster creation, in the cluster wizard "Review and create" step contains an  empty "AWS billing account ID". This is wrong and the billing change is only applicable for ROSA Hypershift and not for ROSA standalone. Hence the same definition should remove from the step.

Steps to reproduce:

1. Launch OCM UI staging.
2. Open ROSA Wizard and choose the control type as "Standalone".
3. Provide all the required values in each steps and reach to "Review and create" step.
4. Review the definition under "Account and roles" step.

Actual results:
An empty "AWS billing account ID" tagged under "Review and create" page for ROSA standalone wizard.

Expected results:
"AWS billing account ID"  definition should be removed from the "Review and create" page for ROSA standalone wizard.
