[ROSA Hypershift]Adjust the information text associated to ARN as per the version support.

Description of problem:

It looks like we need to adjust the information text shown in ARN as per the new version change in hosted control plane(HAC-3624 ). Currently info text against the managed ARNs for  ROSA hypershift shows as below

This seems not correct with latest changes i.e at present any version >= 4.12.5 are only supported as per version list for HCP(The version could change in future as well).  We should change the information message according to that.

 
Steps to reproduce:

1. Launch OCM UI staging.
2. Open ROSA cluster wizard.
3. Select control plane as "Hosted".
4. Select an AWS account and roles in "Account and roles" step.
5. Select a managed ARN roles and see the information message.
6. Go to next page and view the versions list values.

Actual results:
In Step 4, the information text has shown it support version 4.11.4 and newer but the HCP version list currently only support version from 4.12.5 and earlier. This confuses the user.

Expected results:
Change information text message to properly to avoid confusion around the supported versions from ARN side.
