[Rosa Hypershift Wizard] Update MIN_MANAGED_POLICY_VERSION to 4.11.4

      Currently we have the minimal managed policy version at 4.11, the correct patch version is 4.11.4.

      I think the logic in VersionDropdown needs to be updated to support patch versions, I believe at the moment it is only working with minor versions.
