[Hypershift ROSA] ROSA wizard broken with Type error related to cluster_privacy

      Description
       ROSA  wizard broken with type error when the user leaves the control plane step from ROSA wizard and relaunch the ROSA wizard again. This blocks cluster creation and need immediate attention to analyze and fix the same.

      Steps to reproduce:

      1. Launch OCM UI staging.
      2. Open ROSA Cluster wizard(create/rosa/wizard )
      3. Once you reach control type step and leave the page (ex: moves to cluster list)
      4. Open ROSA Cluster wizard
      5. View the behavior.

      Actual results:

      ROSA hypershift wizard broken with type error as mentioned above in step 4.

      Expected results:

      The ROSA hypershift wizard should work without any issues even user leaves and relaunch the wizard.
