[wizards] Cluster name not validated when immediately clicking the Next button

      Steps to Reproduce

      1. Begin creating a ROSA cluster
      2. When on the Cluster settings - Details step, specify a cluster name that is already in use
      3. Immediately click the 'Next' button before moving focus off of the name field

      Expected Result

      Clicking Next should check for name availability before allowing the user to move forward, with the field showing a spinner. When validation is done (with a false result), the field should show an error and the viewport should scroll to that field.

      Actual result

      Hitting Next allows the user move to the next screen, with the validation seemingly not running.
