Networking tab will keep loading for existing GCP Standard cluster after the organization just got capability

100%

Steps:

1. Prepare an organization without capability 
"capability.organization.create_gcp_non_ccs_cluster"
2. Prepare a standard GCP cluster to the organization
3. Assign the capability to the cluster
4. Check the existing GCP cluster Networking tab
Actual result:
The tab keeps loading due to no existing default ingress to the existing cluster.
Expect result:
There should be some place show to ask user create a default ingress to the cluster once cannot detect it.
As talked with pvasanth_openshift , user has to create the default ingress by themselves for the existing cluster.
