Description of problem:
The public subnet values are not load and showed to user from a different region than selected region in ROSA Hypershift wizard step. This was happened for the first time and need a fix for the same. Once user changes /update the region values from wizard step,everything looks fine i.e. loaded proper subnet value from the selected region.

Steps to reproduce:

1. Launch OCM UI.
2. Open on ROSA hypershift wizard.
3. Select the control plane as "Hosted" and click on "next" button
4. Provide account and roles definition from "Accounts and roles" step and click on "next" button.
5. Provide the name of the cluster and click "Next" button( do not change anything especially the default region value etc. The default region is set to "eu-west-1")
6. Proceed further and reach to "Networking" > "configuration" step.
7. View the public subnet ids loaded in the list.

Actual results:

The public subnet ids are loaded from different region which is not matches with the region value set on the Cluster details step in wizard.
In this case, the region is set "eu-west-1" from cluster details but public subnet ids are loaded from "us-east-1" and this is wrong.

Expected results:
The public subnet ids should be loaded from the selected region  (i.e. set in Cluster settings > Details) by cluster wizard step.

In this case, it should be loaded from the region is set "eu-west-1" .
