[Hypershift ROSA] Display both 0 and 1 node count values in edit node count dialog

      Description

      After installing the Hypershift ROSA cluster, if you open edit node count dialog for machine pool, the node count drop down shows the count value starting from 2. But it needs to be displayed both 0 and 1. Keeping the idea that the machine pool could scale down from zero or one if a machine pool created with node count zero initially or scale down a machine pool replica to zero.

       

      Steps to reproduce:

      1. Install Hypershift ROSA cluster.( use CLI)
      2. Wait for installation is successful. (note: there will be machine pool with node count > 2 already)
      3. Create a machine pool via CLI ($ rosa create machinepools --name a1 --replicas 0 -c jayam15hypr)
      4. Launch OCM.
      5. Locate Hypershift ROSA cluster > Navigate to "Machine pool" tab.
      6. Edit the node pool created at Step 3.
      7. Try to scale up the node count to 1.

      Actual results:
      User can't scale up the node count from zero to one from edit node count dialog due to the reason that the node count dropdown doesn't hold the value 1.

      Expected results:
      Include the node count values 0 and 1 as part of node count dropdown from edit node count dialog in UI for hypershift clusters.
