      User story:

      Because I can enter separate AWS accounts (one for billing and on for creation) when creating a Hypershift control plane cluster, as a user I want to distinguish between the AWS infrastructure account, and the AWS billing account during cluster creation.

      Acceptance criteria:

      • For ROSA clusters, the existing AWS account selection is labelled as "AWS infrastructure account". The labeling is replicated in help texts etc
