Because workload monitoring doesn't exist for Hypershift control plane cluster, as a user I don't want to see an option to enable workload monitoring when creating a Hypershift control plane cluster.

Acceptance criteria:

• For Hypershift clusters, the option to enable workload monitoring in the wizard is hidden. (It is currently displayed on the Cluster settings / Details page)
• For non-Hypershift clusters, the option to enable/disable the workload monitoring in the wizard is available (current functionality)
• For Hypershift clusters, the workload monitoring status is not shown in the review of the step.
• For non-Hypershift clusters the workload monitoring status is shown (current functionality)
