User story:

For only Hypershift control plane clusters, the Billing AWS 

So that I know what account will be used for my Hypershift control plane cluster, as a user I want to see the Billing AWS account as part of my cluster information.

Acceptance criteria:

• For Hypershift control plane clusters, the Billing AWS account is shown on the cluster detail overview page
• For non-hypershift ROSA clusters and OSD clusters, the Billing AWS account billing information is not shown .
