This is the "manual mode" (see step 5) post install flow after user clicks [Create Cluster] in the wizard and is redirected to the Cluster's details page which will show the installation status/progress.

For manual mode, users are presented with action required modal w/ instructions required next steps to continue with the installation.   In automatic mode these steps are done for user automatically so users won't be presented with this modal.  

This story is just for the UI portions of the modal.  Two of the tabs require fetching data to provide useful instructions to continue installation -these are covered in other stories (see HAC-650 & HAC-651).
