Description
In the Cluster list page, when the user tries to see the overview page of an non existing cluster, it throws the error message in cluster list that the subscription ID was not found. After this error, the user has navigated to the archived cluster list. In the archived cluster list, the user has clicked on one of the clusters to see the overview of it but the page has wrongly redirected to the cluster list page.
NOTE: This behavior works fine in normal circumstances i.e. user navigated to cluster archive pages (No prior error in cluster list or No cluster overview failed in cluster list due to unavailability) from cluster list and sees the overview of a cluster in the archived list.

Steps to reproduce:

1. Launch OCM console (staging)
2. Open a dummy cluster overview page.(Ex : provide non existing cluster like https://qaprodauth.console.redhat.com/openshift/details/s/1eU0em0huchIpBcETFVQ8lz2Rgq)
3. Once the error appears in cluster list , Navigate to cluster archives list using "view cluster archives"
4. Choose one cluster from the list and click on the cluster to view the cluster overview.
5. View the behavior

Actual results:
In the cluster archives page, as soon as the user clicks on a cluster, the page is redirected to the cluster list. This is wrong behavior.

Expected results:
Click on a cluster from the cluster archives list will show the overview page of the specific cluster.
