Because add-ons are not available for Hypershift control plane clusters, as a user, I want the "Add-ons" tab to be disabled for Hypershift control plane clusters when viewing cluster details.

Acceptance criteria:

 * For the Hypershift control plane users, the contents of the "Add-ons" tab in cluster details will be replaced by a message describing that add-ons are not currently available for hosted control plane clusters.
