developers need templates for MRs, for couple of reasons:

• the title text should be descriptive, and contain the jira ticket ID(s). this will allow easier integration with automated tools, and clearer release notes
• the body should have easy pre-made formats for the various issue types (feature, bugfix etc.), containing text references to the jira tickets that should close with merge (and in the future, should move to "review" upon merge)
