Description of problem:

Once a user applies a Logged by filter for the cluster history results and after clearing the filters if you user apply a new filter with description, then as we could see the logged by filter also applied along with new filter rules. This is wrong behavior and probably related to the regression issue logged by filter addition.

Steps to Reproduce:

1. Launch OCM staging 
2. Go to Cluster list > Select a cluster.
3. Go to the cluster history tab, apply a filter with Logged by column.
4. Input a value to the filter field.
5. Once results are filtered,  clear the filter with the clear filters option.
6. Select a new filter like Description and input value to the filter field.
7. View the behavior.

Actual results:

Clear filter didn't work as expected with Logged by filters from the cluster history tab i.e. once user clears the already applied filter, it repopulates while applying new filter in step 6.

Additionally an error message "Error retrieving cluster logs" shown in cluster history section.

Expected results:

Once the user clears the already applied filter, the filter shouldn't be applied while adding a new filter.
